Community Services Sector (healthcare, security, justice, aid, etc.)

Your revitalization should address the renewal of your security (police/justice/military), your healthcare (both allopathic & traditional), and your social services (aid to children, refugees, homeless, unemployed, etc.)

The renewal of these social assets should be integrated with the renewal of other restorable assets, as they tend to be highly interrelated.  For instance, it doesn't make much sense to increase healthcare services, for instance, if your water infrastructure will only re-infect your patients the first time they take a drink.

Thus, it's essential that all three renewal rules--rewealth, integration, & engagement--guide security, healthcare, and social service decisions, so as to bring them into alignment with your overall goal of rapid, resilient renewal.  You should engage community service leaders in the renewal of all 12 sectors of restorable assets, and in all three solution-generating processes of your renewal engine: visioning, culturing, and partnering.
